Before encoding go to the bitrate tab and then type in how many megs you want (instead of using the drop down box option sof 740 and 800). Personally I've found that when using the change cd images, 797 is right for an 80 min and 737 for a 74 min cd.
If you have already encoded, then open the DVD2SVCD project file in notepad and edit the line where it says 'cutting point' (or something like that - I don't have a project file at hand) so that it reads 797 (say) instead of 800. Then use the crash recovery option in misc settings to resume at muxing and cutting ;) I did it this morning so I know it works.

What I have been doing 2 change the size of the final image files, is editing the d2s file and changing this option.
bbMPEGCDSize=800
If I want my image 2 fit on a 800mg disk I will change that 800, to 796 save the d2s file of course. I then go back in to dvd2svcd, click on crash recovery and select mux/cutting.
