Hmmm.. I've been playing with encoding videos with TMPGENC. Currently trying to do a few SVCDs. I have found that setting the aspect ratio correctly (ie 16:9 for both video stream & video source will give me the correct frame size, no black bars) and the mpeg2 file will play correctly on PowerDVD but the aspect ration is stuffed under Windows media Player.

I *believe* that the quality of the encode is better when I do this because the encoder doesn't have to worry about spending extra bits with the black band.

My problem is when I cut the mpeg2 file with nero as a svcd disk. The aspec ration is wrong when I play it back on a DVD player (Pioneer 344). The disk plays correctly when I use powerdvd as well.

Is this a problem with the DVD player?

I think it's the dvd player, i had the same problem with dvd players, as long as it plays back 4:3, just burn the .mpg with black bars, IMO it looks better as there is less to encode, IE more bits for the video.

WiMP will play the MPEG-2 track back at the size it was encoded at (480x480 for NTSC, 480x576 for PAL) which is, obviously, too tall. PowerDVD will resize it to an aspect-correct size, as SHOULD a standalone player.

Ok, so I encode my DivX & DVDs as 4:3 aspec ration... it now comes out and plays correctly on the DVD player & PowerDVD. Now what happens when I get WideScreen TV? Do I get streatched image or do I get black borders on the left & right side?

depends on y're tv-set, a good set should be able to resize the picture all you want.. (I know it was sarcastic but I thought let answer anyway)
