I have always done VCD's and SVCD's from a DVD and never from a file. I have just downloaded a video I really want to make into a SVCD. I don't know if it's mpeg1 or 2.
Do I just take the mpg file and burn it using nero as a VCD or SVCD?
Do I need to do any conversion? Do I need to rename it and then burn it?

Doom9 gots more info then you can shake a stick at.
Read my friend. Vcd is mpeg1, and svcd is mpeg2.
You dont need to rename the file, any software that can make a (s)vcd will do what is needed to compile an image your standalone will accept.
As for re-encoding it, well, if you are making a std compliant (s)vcd, yes, it must match the specs. Unless you making an x(s)vcd.
Goto digital digest, and read. Learning that way will give the best knowledge to have the must success and luck. You need to learn a few things before this will all make sence.
I like VCDImager for making Bin's that I use iether fireburner, or CDRwin to write. Nero is ok, but featureless, and its re-encoding is on par with the worst i have seen in speed, and quality. the easiest, and best newbie solution is TmpgEnc. It is very easy, and works very well for encoding. The included templates are great. Once you learn, you can start using more complicated manual tools. Also Dvd2svcd is a really good frontend to many manual tools. if you wanna make featurefull (x)svcd's, that program is tha bomb for ease.
