I've noticed that SPRMS 21-23 are basically reserved/unused.

Could these be utilised as quasi gprms? Or is that pushing the envelope too far?

I dont think you can use these SPRMs
Neither there are commands to write to these SPRMs (and you do not know if they are writeable at all) nor do you know if these SPRMs are implemented in the players.

In HD DVD SPRM 21 and 22 are used, 23 is reserved too (there are SPRM 0-30 in HD DVD)

21 - initial Language Code for Menu Space in HD projects

22 - configures DVD player settings for hearing and visually impaired viewers (HD projects only)

23 - Reserved (even in HD DVD)

Yes, I couldn't figure out how to write to them either.
