For what software? That's pretty important. They're not standalone utilities, ivtc is typically a plugin to another host.

If you mean avisynth, look for Decomb and TIVTC.

TIVTC is an implementation of inverse telecine (IVTC). Decomb also contains an implementation of IVTC.
