add a profile for anime(small output size)in nero avc

can i add a profile in nero avc?because i saw that for anime encoded whith low resolution and low bitrate(for example to get a 20minutes movie into 50mb output size)more resolution and less bitrate is better than less resolution and more bitrate.for example if i compare a cartoon encoded in witdh 280 ed bitrate for example 320kbit/s(as nero 7.8.5.0 generate by default) and the same cartoon encoded in witdh 400 but with less bitrate(both output movies have the same size),the second movie is better for my eyes(because a cartoon has less details that a generic movie,so to get a small size output file i can use much less bitrate)
