Hi
Is there any advantage in using eqm_v3lr.xcm matrix over mpeg, while using bitrate of 1500kbs?

Encode a two-minute representative sample of your source and find out. It should include stills, talking-heads, and fast action scenes in about the same proportion as the whole movie does, to be most representative.
v3hr is normally somewhat better than mpeg in most situations. v3lr is much closer to h.263, whether to chose it over hr or mpeg is totally source-dependant.

Is V3LR really as smoothening as H.263?

Not as smooth, v3ulr was made to replace h.263. lr has a look that's more similar to a smoother mpeg than a sharper h.263, but it saves a lot compared to mpeg, so in terms of compression I think it's closer to h.263.
