I want to save a master in h264, and later, use this master to build a DVD.
please, any sugestion about avisynth script to use and x264 settings?

DV content (recorded by yourself ?), unless you had your camera on a stand, is typically full of movements (and full of noise if you filmed in dark places). Those shaky movements make the contents hard to compress. You shouldn't expect to use a certain bitrate, but you should choose a certain quantizer (quantizer=18 should be fine if you need a "transparent" master to work with later).
No particular GUI is better for this, it's just the way video encoding works => noisy and shaky pictures don't compress well.

use this master to build a DVD
What kind of DVD do you gonna to build (in future)? SD or HD DVD(Blu-ray)?
If it will be SD - i sugest you to convert your DV into MPEG2. Later, you can use this MPEG2 without re-compression.
If it will be HD DVD, you have to convert DV->h264 with use of special profiles for HD DVD or Blu-ray disks.

Yes, it working. But h264 isn't standard for SD DVD :(

Just an idea: Use "stack field" filter, encode as progessive h.264 and later use "unstack fields" to get back the interlaced video for DVD. The intermediate H.264 will be "unwatchable", but it should do the job...
