I would like to know if it is possible to deinterlace a video that has been resized (vertically) without prior deinterlacing?

You should deinterlace first, then resize. You should never deinterlace a resized clip because it'd be missing information it needs to deinterlace properly.

Terranigma, I don't think I read Awatef's post the same way you read it.
Am I right in assuming that the video was originally interlaced, and was then resized? In this case, you won't be able to deinterlace it at its current size because will be (at least partially) blended.
I recently had the job of fixing some NTSC that had been badly converted to PAL - each full frame had been resized without regard for interlacing. After resizing back down to 720x480, I was happy to see that a lot of the interlacing was well preserved, and the video could then be bobbed, resized, and reweaved to proper PAL.
Awatef, could you post a single still? Preferably from a moderately fast-moving scene?

Yes, as it seems, the video was captured interlaced and then resized. The guy that made it probably thought it was cool to make it look widescreen
Here is a 10 seconds extract:

I think that clip is too far gone for you to recover the fields :(
