Run Only VCDXBuild in DVD2SVCD

Hi,
can I start DVD2SVCD running only the image-building (VCDXBuild - CUE/BIN)?
I have a lot of MPG-Files (created with BBMpeg in DVD2SVCD) and now I will add chapters with a defined length of seconds and a changepicture (I have the changepicture.mpg-file from another DVD2SVCD-session). I havn't the 'Crash Recovery File' or any other files, only the MPG-Files.
Is it possible in DVD2SVCD? Or is it a feature for the future? Or is it a stupid question?

Use VCDEasy or TSCV for this instead.

THX DVD2SVCD for your fast reply.

TSCV don't works correctly creating BIN/CUE for me ... I've always errors, but I'm searching for a solution (I'm posted in TTool).

VCDEasy ... Can I include a ChangeCD-Picture for my SVCD's? I don't found such option and if I insert a MPG (I've create this from a BMP using TMPEG and it works in DVD2SVCD perfectly) I become always a message, that this isn't supported in the moment. Omly movies are supported. Chapters creating are ok.

In the moment only with DVD2SVCD I can create SVCD's which includes Chapters and a ChangeCD-Picture. Therefore my question.
