i just recently started encoding svcds. after a couple of weeks of researching various sites i have put together a process that works and seems to produce good quality svcds.
smartripper - rip dvd
dvd2avi - create .d2v file
vob2audio - create .wav file
tmpgenc - encode .d2v and .wav file
nero - burn
i've done two svcd encodings and have been satisfied with the results.
a couple of things i have notice about my process as compared to others is the frameserving and demuxing/remuxing of the .mpg file. i don't understand why the need for frameserving when tmpgenc can read a .d2v file and .wav file. doom9's guide does mention that tmpgenc might not multiplex the file correctly (av-synch?), but having only done two encodings i probably haven't run into that problem yet.
