PAL VHS Capturing

Does anyone have any experience capturing a PAL VHS tape? I have an ATI Radeon VIVO, and it did not capture correctly when I hooked up a PAL VCR with a PAL VHS tape to the computer. It works fine when I try an NTSC tape. Can the Radeon only handle an NTSC source?
If I lived in Europe, how would I go about capturing a tape?

Try to change capturing video standard.
WDM drivers defaults to NTSC.

Can you point me to some drivers I can try? Right now, I am using a VfW wrapper to make VirtualDub work.

Install MMC
Use Video-In app
or
use graphedit
filer "ATI Rage Theater Video Capture" properties
or
use amcap.exe
from DX SDK

I installed MMC 7.5 and used ATI's Video In software. I closed all unnecessary programs in Windows and it reported less than 1% dropped frames. I guess that's good enough :)
I'll amcap a try. Maybe it'll be more efficient. I don't quite understand what to do with GraphEdit, but I'll fool around with it later.

MMC Video-In, graphedit or amcap
can be used to change "WDM wrapper"
video capture standard from NTSC to PAL.
After that, You can use VirtualDub or Avi_Io.
Change is not permanent.
After restart "WDM wrapper" defaults to NTSC again.
Maximum PAL settings for ATI: 25 fps, 720x576
