CI and a CAM would i be able to watch the channels i pay D* for on my PC?

There is no legal way to receive and decode DirecTV or Dish satellite transmissions on a PC.

Then why does it say that?

That's for reception of European Pay TV channels whose providers expressly allow this. You cannot use these for DirecTV or Dish, which are US providers.
