Ok I have NTSC subs for a video, but the video is in PAL.

Is there any way for me to reformat these NTSC subs so that they wont go out of sync on the PAL video? Preferably without complex editing...

God help you. There are some programs that in theory can do this, but the only time I tried it, NOTHING worked at all for me. I am facing the unpleasant task of having to spend hours of work manually syncing some subs I have and I have decided it's just not worth it. Eventually the title I have is going to come out on NTSC DVD, maybe even later this year, so if I do nothing eventually I can just buy an NTSC copy. The problem I have is that the current DVD releases of this title (a Hong Kong movie) are all subpar except for one French PAL release with only French subs.

You need the program subtitle workshop. Although subrip might do it too. There's probably something about it in the subtitles forum.

I have plenty of experiences on that field. Use SubResync to adjust the start time and end time of the subtitle and check the mid-points. If you want to be precise at more check points especially near chapter points.
