Image Quality Priority?

I am using the DVD2SVCD and it is great. In the CCE portion I have chosen to do a 3 pass and Image Quality Priority at 40. The movie is 50 mins and would like to fit on one 80 min cdr. The finished product is ok but not sharp at all and very blocky. Any suggestions? I am used to using TMPGENC and it comes out quite sharper. Maybe I am not setting the CCE settings correctly in DVD2SVCD.
