HC and CCE -- Quick Question

It's been said here that HC's quality is comparable to CCE's. I just want to check -- does HC need to be set on best (slowest) quality to be comparable, or is normal sufficient?

I usually test it on BEST mode. There have been some tests that show HC is actually better than CCE when bitrates get very low (like under 1500Kbs). Hank315 has made HC an excellent encoder. In fact, the only real advantage I still see in CCE is its speed. But with dual processor machines becoming more common, and the ability of DVD-RB to encode two segments at once with HC (but not CCE) -- even that advantage may be overcome with time.
