I'm looking to clean up a particularly annoying type of noise from an NTSC capture (animated). I've tried a few different filters, but I really can't seem to get anything too work well.
Here's a jpg still and an animated gif (which is mainly there to make the noise obvious).

The noise looks like horizontal white streaks and is mainly present on Killface (on the right side of the frame), on the camera stand in the middle, and on the guy's back on the left.
I'd be more than happy to upload a raw clip to someone's server if that helps.
