Editing timecode files

I'm working on converting a VFR WMV file to MKV, but I want to use a DTS track from a DVD instead of the WMA audio. But to be able to do that, I have to change the framerate slightly to match the DVD. I was wondering if there's an app anywhere that would let me do that easily, I'm hoping for something like SubResync, but for timecode files.

You could remux the complete file using the --sync 1:0,f option. This should scale the timecodes even if they are vfr.
