Acquiring NTSC with a Pal CAM

I live in Europe (PAL) and I have a small DV Cam.
My brother lives in America (NTSC) and has come here with a NTSC tape he recorded in America.
Is there a way to convert the digital output of my PAL cam in NTSC format? When I watch the acquired video it appears blocky an very messy.

AFAIK you can't play out NTSC on a PAL camcorder. i could be wrong, though your messy blocky results are probably evidence enough.

you could find someone with a DV deck that you could use. those are usually switchable for PAL or NTSC (the one i'm thinking of has a switch on the back).
