Can someone point me to a program that will multiplex MPEG-2 video and audio files, without recoding them?
Or do I need to buy TMPGEnc Plus?

I think you can also use the free version of TmpgEnc for multiplexing.
If you don't mind command lines, you could also use mplex from mjpeg tools, programs like dvdstyler or dvdauthorgui use it.

Is there any other? Not that I am complaining, but I am just curious.Bizarrely the aren't many "free" MPEG-2 muxing tools. Indeed there are as many (if not more) MP4 muxing tools!
Imago's MPEG-Muxer is fine for muxing std-def MPEG-2 video sources. However for high-def MPEG-2 video sources, there's MPEG Multiplexer v1.0

Much to my surprise, it appears that the MPEG-2 plugin for (freeware) "TMPGEnc" is now also freeware. Read the following thread:

If you appreciate the command line, mplex.exe from mjpegtools, ffmpeg.exe, tcmplex-panteltje.exe (that will will let you add up to 8 audio tracks)

I uploaded mplex-gui again to my homepage. I found it somewhere on my programs folder I used for Windows. It will also run under Linux using Wine.
Multiplexer 1.0 (home.arcor.de/amsoft-linux-department/win32/mplex.exe.tar.bz2)
Or use AVIDemux (http://fixounet.free.fr/avidemux/download.html) a Linux-Tool which also has a native Windows-build.
