I have converted a few xvids to dvd before but they was all pal which was easy, i have a xvid that i want to convert to dvd which is ntsc 23.976, now the encode part i can do, 1 check though its progessive so i use progressive and zigzag correct ?? i use these with pal p, is it the same with ntsc ?? but after encoding if i understand correct with ntsc i need to apply a 2:3 Pulldown (or is it 3:2 i keep mixing up which it is) how do i go about doing it, is there something in CCE thats needs doing do i need to use something else after the ecode has finished ???

if you want the output to be PAL, you need to convert it. put AssumeFPS(25.000=true) if you're using Avisynth.
if the source is progressive, then yes, use zigzag and check progressive frame.
as for the 3:2/2:3 pulldown, i'm not totally sure on this, but i think CCE sets it accordingly.

Another possibility is to use a graphical front-end like DVD2SVCD or AVI2DVD and select CCE as the preferred encoder.
Be sure to tick NTSC to PAL and let them do the work for you.

Well it depends which version of CCE you use... CCE SP can do it for you, if set up correctly, but CCE Basic doesn't have that option.
I think probably the easiest way is to encode @ 23.976 fps in CCE, then run your encoded file through DoPulldown (http://www.doom9.org/software2.htm) afterwards.

Well im not converting to pal and i have CCE SP 2.67, dopulldown im guessing i need to change any of the settings, just load the mpeg2 file and click start.

Yup, just load your .mpv file and press Start. The default settings in DoPulldown will produce a new file with appropriate RFF flags @ 29.970 fps that is suitable for authoring.
(I usually change the Program Frames setting to Progressive, but that's personal preference only)
