Which relation must I use to do this conversion?for example,If I have a video 1920x1080 MPEG2 bitrate 7000 kbyte/s,to get a 1920x1080 H264 video keeping the quality(same o much similar) which bitrate must I use?
An approssimative bitrate relation between MPEG2 and H264?

7000 kbytes? or 7000 kbits? 7000 kbits sounds pretty low to me for mpeg2 at 1080i, but 56000kbit/s would be pretty high.
I'm re-encoding 1080i to 720p x264 and I'm using around the 5000 mark at that res.
Have you tried a constant quality run at 18-20?

If I use automkv I set CQ-ASP_Q2_eq(crl) profile and the original witdh resoluzion and so I will get that I want or you have another optimal solutions?

with default settings you are encoding at CRF 18. I can suggest, if you don't want to resize just select "NONE" under resizer, in this way you will not crop or resize too (and encoding will go faster)
