Anyone know of a filter that can be used like a censorship mosaic? Something like you see on COPS when they blur out the license plate or a minor's face. I found a mosaic filter here (http://pcvideo.tripod.com/download.htm) but it doesn't allow positioning. It just applys the filter to the whole video clip.
