I just bought Nero 7 ultra edition and updated it right away. My questions are reguarding encoding your ripped DVD's. For these movies I am not worried about file size or making the quality any better than original format.
My goal is to cut some of the file size down but not lose to much quality.
1. Do you keep the video size (720x480) the same or do you resize?
2. For a regular DVD do I just encode in Standard AVC?
Standard AVC says it encodes in 2 mbps and for a 4gig movie it ends up being 1.6 gigs. If I check info on the video it says its average bitrate is 9.8. So if I change the encoding setting to cinema it jumps to 8 mbps and the file size ends up being 6.2 gigs.

The filesize varies so much because you need to adjust the "Fit to target" value. You can use Cinema AVC profile and target 700MB without hardly any quality loss (well, say 1GB if you really want full-resolution).
As for resizing, well ... I personally always resize to 640*<whatever_matches_aspect_ratio>. Others keep full-resolution. It's a matter of :
1/ personnal taste :p
2/ decoding capacity of what you're going to watch your rip on :)
If the machine you'll use for playback is rather low-end, you'll need to resize and keep the bitrate not too high (1mbps is enough for my eyes anyway).

Nero has an option for it in expert mode.

I found where I go to disable and have encoded a movie which pretty much encoded in half the time. I don't really understand what this has to do with my questions.
I read on the internet that cabac basically has something to do how the input gets encoded.

because CABAC requires 30-60% more processing power to playback.
