Manual of SP2 states:
"If input and output frame rates differ, frame insertion or frame skip will occur. To avoid this, clear Rate conv option."
I understand that if frame rate of input and output is the same I must keep checked Rate Conv ?
It seems contradictory.

Is not what it says. It implies the difference between rate "conversion" and rate "changing". When u convert, u adapt the existing framerate to a given duration by adding or deleting frames if necessary. When changing, you give a new framerate value to wich the entire number of frames will have to play, therefore the duration will change.
If I have 1000 frames and play them at 20 fps, I have 50 seconds. If I "change" the FR to 40 fps, it will adapt the rate to play twice more frames per second, so it will end up with 25 seconds (1000/40=25). But if I "convert" to 40 fps, it will adapt the number of frames in a second, in this case by adding 20 extra frames per each second (so 1000 frames will be taken to 2000 frames --> 50 seconds x 40 fps = 2000 frames).
When the framerate between input and output is the same, no conversion or changing takes place, so the option becomes non-operative.

I find that CCE's frame-rate conversion pretty rubbish. I use fdecimate in avisynth.
