VFR H264 MKV to CFR MPEG2 DVD

Hello! I want to convert a Variable Frame Rate MKV H264 file to DVD format. The problem is that neither Mencoder, nor ffmpeg seem to do the trick. I was able to convert it to MP4 Variable Frame Rate with a great script found here on Doom9.org, but QuickTime won't convert it to CFR too.
Can someone help me? Unfortunately Avisinth is not an option because I'm on a Mac...
