I am trying to improve the quality of these videos. Can you please help me with a script that will even slightly improve quality? These videos mean a lot to me. I appreciate any help. Thank you.

The first video needs alot of work from deblocking, chroma stabliztion, and many other things. When all done, still have crappy video but less so. Can't take you by the hand on this one.
The second video looks normal for vhs tape. Since there are faces of dark complextion, the use of "HDRagc" is in order and use "limitedsharpenfast" to make it look more sharp.

I tested the first file. It is just as Richard wrote - You can't get rid of those blocks without destroying the detail. I tried several different deblockers and combination of deblockers. Too much luma variation, not enough bitrate on the source. It looks like a commercial video - just contact the music label and find out where you can buy it on DVD.
Both videos are too small - 352x240 doesn't have enough information to begin with. The only thing I'd suggest is you download the 30 day trial of VideoEnhancer http://www.thedeemon.com/VideoEnhancer/ which lets you use VirtualDub Plugins with it - It does a pretty amazing job of upsizing your video. To enhance your material, you can do this
Original -- Resize-X2 -- Apply VD Filters -- Resize Back to Original Resolution
BTW, this process will take hours - maybe even days. You'll have to test the right combo of filters as well, or you can just upsize with the app and output to a lossless codec, like Huffyuv. Then, you can open the resulting AVI in Avisynth and try cleaning it up. It still might not make enough of a difference to matter much :(
