Can anyone recommend any PAL VCRs which have true NTSC output when playing back NTSC tapes? S-Video isn't necessary really, though it would be nice as long as it doesn't push the cost up too much.

I can't recommend one to you, because I've never had one. But you may search for NTSC 3.58 capable VCRs on the net.
Note: Besides PAL60 ("NTSC playback on PAL TV") there's NTSC 4.43, which is not what you want either.

JVC tend to be more likely to do these than other brands. my brother has one that supports 3.58, so they do exist. i did have to go deep into it's unintuitive menus to find the right setting though.
i truly wish capture devices would just support 4.43 and PAL 60... it can't be that much extra work for them. i suspect a driver hack would be able to manage it on most cards. but if you've got a DV box you're SOL (try getting an ADVC110 to recognise NTSC 4.43)
