Is it possible to make a PAL DVD play at 24 fps and slow the audio down to 50kHz without hurting the quality. How to do this with the AVI?

cant vdub do this? it wont touch the audio afaik, but it would change some info in the avi to make it play at different frame rates without re-encoding.
the audio you would have to change seperately iirc.

I guess I mean for the audio to be 46080 Hz would that be the original sound of a screen film that was speeded up to 25 frame/s for PAL DVD?

Yes, you'd have to stretch the audio with an external program (VirtualDub should be able to do this, but I haven't been successful). You can quite easily change the framerate (using VirtualDubMod) by selecting Video > Frame rate. Saving it in Direct Copy Mode will not re-render, so there's no loss in quality.
