.h263 Quantization Matrix

Can anyone confirm what values the .h263 matrix is made up from? I was guessing it was flat 16 for intra and flat 24 for inter, but I am unsure.

Also, does anyone know what values the JVT matrix consists of ?

h263 quantization type has no matrix. If it had a matrix it would be 16 everywhere, but because of mpeg-quantization deadzones, that would still be much different than mpeg-type with flat 16.

Actually, for inter, h263 is a lot like flat 16 mpeg quantization ( except for the -1/0 depending on the quantizer parity during the dequantization ). For intra, it's quite different. Mpeg quantization doesn't have an enlarged quantization step around 0, while h263 still has it. On the whole, it would make it more like a flat 20ish ( bitrate wise, but depending on the content ) for intra. It would look different however.
