Let's say I have ripped a DVD to a normal MPEG2 video file. The image contains black bars, which seem to be badly encoded with a lot of noise instead of overblending it with pure black blanks. However, I can ensure that there are no motion vectors that might lead to interaction between real image content and the black. Is there any good stream editor which allows me to simply cut away the bars by removing the related macroblocks, so I don't need to reencode? Replacement with pure black (and thus very very small macroblocks) would be fine as well.
