My new Manli TV 0002 (using a Philips SAA7134 chipset) has the following problem:
When using the included software to watch TV, if the software is not run at high priority I get A/V async. This happens whenever the player is "cpu-starved." Is this expected? Is it a bug with the drivers? Please help.

I suppose it does not have an internal encoder, does it? So, you've given the right answer: Yes, it's the system load.

So this is expected with TV Tuners? I was thinking of returning the card because I thought it was a defect.
Another point, the preferences have two audio settings, "internal streaming audio" and "external audio." I haven't figured out how to use it with the external audio. It includes a loop-back cable but I don't know what to do because no manual was included :(

I don't know this card, but I think you'll need the audio stream that comes with the video. The external thing could be a sound card or something. Use the internal one.
As far as the asynchronicity is concerned, I have this problem with an external (usb 2) device, which is much more dependent on low hard disc load etc. If you are looking for a convenient way of solving the issue, get yourself a copy of TMPGEnc Xpress 4. You can adjust the audio delay easily with a few mouse clicks. Or you try your dvd mastering software, locking the video track and moving the audio track until everything is in sync.

Hmm, thanks for the replies, I got it fixed. It turns out it only happens with the internal audio. If I plug in the loopback cable it works fine.
