I notice when i author menu at 720 x 480 some of the outer edges do not show. Anyone here know the spec as to what demension will show on the tv screen?

Are you looking at them on a computer monitor or TV? Most televisions overscan the faceplate, meaning about 10% of the picture is lost. Most authoring tools have the ability to show you the "safe area"
For NTSC (720x480) the "action safe" area is 648x432, "title safe" is 576x384, both centered.
