Hi, which is linux's CCE-like encoder (doesn't matter if cli or gui)....ffmpeg, mencoder...anything else..???

What do you mean by CCE-like?
Libavcodec contains a very good MPEG-2 encoder and it can be used through MEncoder, for instance. I don't know how well various MEncoder GUI's or Avidemux support MPEG-2 encoding. Learning the command line options and parameters is not that hard either. :)

No, It doesn't matter if it0s cli or gui....I always use command line....I meant the "engine"! which software has an engine closer to cce's one ???

Pretty much all of the open-source encoding frontends as long as libavcodec's encoder is "close to CCE", whatever you mean by that. Libavcodec is the "engine".
I'd recommend MEncoder for playing around with the settings. The MPlayer/MEncoder manual (http://www.mplayerhq.hu/DOCS/man/en/mplayer.1.html) ($ man mplayer) is quite comprehensive. Look at lavcopts for MPEG-1/2/4 encoding parameters.

Theres always the MPEG2Enc thats part of the mjpegtools. If I remember correctly, it makes the most DVD-compatible VBR-MPEG2 on linux. Correct me if I'm wrong.
Small of topic question(s):
In the past libavc used to have some major DVD-compatibility problems with it's VBR-MPEG2-streams. How is it these days? Is it ok to use Mencoder for DVD creation?

Haven't done DVD-compatible encoding myself, but there are comprehensive instructions for MEncoder: http://www.mplayerhq.hu/DOCS/HTML/en/menc-feat-vcd-dvd.html
