Pixel around .20-.25 and compression over 60%

I am new to Gordian knot but have become an addict. For a newbie there is nothing better - Thanks WEF!!

To get the compression over 60% I am ending up with pixel values over .35. Example, a 2cd rip of Driven was at 608 x 252 (I think) with 192 Kbps vbr-mp3. I couldn't get abouve 58% and had a pixel value around .38.

The guide indicate pixel values over .20. Is it possible to get the suggested .25 and 65% ?

Use a lower res or a softer resize method. I think I encoded Driven with soft bicubic at 576xXXX but I also kept the AC3 audio so my video bitrate was lower. If you're in the 60% area then you should get fine results as is. Just use it at that.
