NO bass in Mp2

I have been capturing some home movies for a friend and encoding them into VCD's and I am having a problem with the audio. There is no bass after the file is encoded into MP2. All of the low frequncies have been sttripped from the file and it sounds like crap. Is this a characteristic of the compression and can anything be done to fix it. Although there is not alot of bass on the original file there is some and it sounds fine.
