I'm using Nero Recode to convert 1080 HD source to 1280x720 and have had great quality results. However I have consistent problem with a gray bar appearing in the bottom of the resulting MP4 encoding.

Also (if media player classic is giving me the correct information) nero seems to be taking 29 FPS source material and always turning it into 23 FPS? Is it really doing this or am I just getting a bunk analysis? This seems to make everything look a bit jerky and I'd prefer to keep it at 29 FPS.

Ensure you are croing to MOD16 - before the resize. Yeah, sounds painful, but this will ensure it.

To be fair, as long as I keep MOD8 changes I have NOT had the problem. A similiar problem is seen with avisynth/x264

Not in x264 in the last year or so. Nor will the problem be in the new recode in 7.5, afaik.

Nero always tries to ivtc, iirc, and the only way to prevent that may well be to use another dvd ripper/encoder. Nearly all movies should be ivtc'd (converted to 23.976 fps), however, along with most new television shows.
