i dont know where this thread belongs so im posting it here...
anyways i have a .mkv file which needs a avc decoder. Im not in a positioin to buy anything so i got the Core AVC version 0.0.0.4 or something. The videos still a little laggy but better what i want to do now is somehow reduce the quality of the video so i can watch it without it being all laggy.
There arnt a lot of programs that reduce quality...lol

I think CoreAVC 0.0.0.4 is just unsuported. It's not illegal to have it or use it. (though hosting somewhere whuld be Illegal I gues).

and to answer elendil15900 question:
CoreAVC 1.1 has feature to disable deblocking I think, also latest FFDshow have some quality reducing features (those tryout versions from http://forum.doom9.org/showthread.php?t=98600&page=105 ) , but I don't know if they help much.

if you are in realy tight situation you can try playing thru Mplayer. It is quite good at keeping A/V sync even when machine is not fast enough to decode at full spead. try this http://mpui.sourceforge.net/

If you're actually up for re-encoding, which it sounds like you are, you can get a batch re-encoder like SUPER, choose Xvid and the options you'd like (make sure deinterlacing is off), and go for it. Easy and should be done overnight.
