Which muxers will take HD MPEG2 and multiple audio streams (ac3, dts) and yield muxed files, preferably in ts format?

Try VLC - VLC is capable to create a .ts file (however bitrate of the .ts can be variable - on real .ts from air or satelite on PID 8191 stuffing packets are added to make .ts strictly CBR which is very important for broadcasters - for archiving this feature is useless)

There is Elecard XMuxer Pro as well.

Manzanita MP2TSMM or MP2TSMS are the best (possible to put subtitle,support H264 all profil, AC3, Dolby Digital Plus,....).

Which muxers will take HD MPEG2 and multiple audio streams (ac3, dts) and yield muxed files, preferably in ts format?I am only asking because I don't know & am curious: where does one get HD programs with multiple audio streams, and why would you need to de-mux them such that you would need to re-mux them again?

No need to demux to mux with Xmuxer of Elecard and MP2TSMS.
