Create a DVD like a CD

I searched found nothing on this:
I am used to sticking in a CD, running Roxio 6, formatting the disc, opening it in a window, and dragging or coping data files (.DOC, TXT, etc ) and Paint Shop Pro image files (BMP, Jpeg, Gif, etc) into the disc, and leaving the disc OPEN for future additions, deletions or mods to any and all files.
Is there a way to set up a DVD disc like this, or can’t this be done ? Seems Nero can’t do this. Is there a s/w that can?

Nero can, but not its burning software; you want InCD (only works with RW media). Roxio also can, it's called Drag-to-Disc (used to be DirectCD), but you need a recent version to use it with DVDs.
