Just need some basic info about it, because i'm totally clueless. When should i be using it? When should i not?

Right now i'm doing DVD -> AviSynth -> MPEG2 (cce) conversions.

Yes you do, if the coefficients used in the source are not the same as what CCE uses. The easiest way to make sure everything works properly is to enable hints in MPEG2Source (by adding the parameter info=3 IIRC) and then use ColorMatrix(mode="rec.601->rec.709",hints=true) right after MPEG2Source.
