Using Virtualdub to encode, Koepi's latest version and FFDSHOW. Encodes have been fine (I encoded over 100 samples yesterday). Today everything I've done with same interlaced video has come out lower than size/bitrate I set. I shoot for 5500 MB file size it comes out 3400 MB. I went back to XviD defaults, tried again and same result. Using a variety of CQMs (MPG, JAW1, Sharklow) and same problem for all. Rarely touched QP or AQ. I restarted PC and same result.

Tried Sharktooth high or very high? Or 6of9? You can't fix undersizing by using other 1cd matrices, if it's just way too compressible.

I'm staying under 1600 kb and using mpg, jaw1 or Shark Low and I never have any problem hitting file sizes. I encoded same video last night, it took 4 hrs, finished at 4 AM and it hit file size/bitrate. Today I tried some samples with two different videos and I can't even close to my filesize/bitrates. Using same parameters I used yesterday (quant=3@1st pass, q=3, ME=6, VHQ=4, VHQ Bframes on, Turbo/QP/AQ off, the rest default) Should I uninstall it?

Simply use a higher bitrate matrix coz you hit matrix saturation.
however from what you said you dont seem to have understood the basics of encoding and how rate control works.
