dvd made from panasonic VHS/DVD recorder

I have a 21 year old VHS tape that I video taped of an anniversary party which I'd like to convert to DVD before the tape goes bad. I copied the VHS tape to a dvd rom disc on my Panasonic recorder and I can play it back on my computer as a VRO file, but I would like it in mpeg format so it will play on any player and (2) I would like to edit it and add still images of the party to the end of the of of the disc.
Anyone have any answers on how to do it ?
