Deflicker filter version 1.3 beta 1

I've overhauled my deflicker filter (previously called "antiflicker"). This version now operates in one-pass, supports scene change processing, and changes the help file to an HTML file. Thanks to Yury Malich for the one-pass implementation and scene change concepts.

You renamed it to deflicker? :) :)

Here is from my Defilcker for Avisynth doc:
Some comments about filter name - yes, the name is similar to Antilicker for Avisynth by D.Graft,

Antiflicker for VirtualDub by D.Graft (sometimes named as "Deflicker", but with filename Deflick.vdf) ,

Deflick-Prepare/Process by Alessandro Malanca, and MSU-Deflicker .

But I decide to complicate this some more :-)
