I have just captured some clips from VHS and made them into both MPG and WMV clips, but I want to change the info on them (title/author/copyright) without re-encoding them. Is there a program that will do this?

Mmh, Nandub has the option to make those entries. You open the file and save as ... But i doesn't know, whether it works with mpeg1 or not.
