Very soft picture

I need some help with some video. The original input video picture is "soft" it doesn't have high detail and on top of that it has some noise. If I want to remove this noise i wash away the remaining detail. I'm a newbie when it comes to filtering, but I understand Xvid settings.

My comressibility check for 2 CD rip is like 85% at 688X384

I must remove the noise but I also want to obtain the detail.

I anyone could help me I would be greatfull.

Post a sample if you can. That would give us something to work with to find out could work.

How do I do that? I have captured the frame, have a saved picture.

A clip of a sequence would probably be more useful. And you could upload it to a public server. I can't tell you which one to use, as I have my own webspace on my computer and I just use that one... perhaps someone else might know of a good one. Or even search the forums to see what the other people use for uploading.
