TMPEG settings for svcd?

Could someone tell me what the best settings are for tmpeg. I normally use cce, but it is acting weird. I tried some settings of my own, but don't find the movement going smooth. So I am looking for better settings. Maybe this has been posted before, but I couldn't find it. Please help me.:)
