I'm looking for near broadcast quality in mpeg4 with hardware assissted encoding and decoding. Budget is around 1500 - 2000 per card.

Can anyone make any suggestions? I'm not getting anywhere with the vendors.

go look at the canopus amber (MVR-D2000) or any of the MVR cards.

the MVR-D2x00 has a SDK so you can write your own app to encode (and do multipass encoding http://www9.brinkster.com/sportschook/?ambervaf.jpg) or you can use the y/c input or encode from an avi.

it can also playback to the tv, which is quite handy for checking field order and other things before you take the file to the next step.
