mpeg 2 to mpeg1 converter

Hi i am capturing video with my magnificent video card.. I can capture using mpeg1 or mpeg2 video format... The problem is that mpeg1 has very low quality than mpeg2. The adobe premiere that edits video can only import mpeg1 format and not mpeg2...... I want to capture in very good quality and then to edit the file (cut/copy/paste segments add filters) and keep the mpeg2 quality

In your original, VERY similar post, in addition to saying that you cannot edit MPEG2 in "Premiere",you saidMy problem is that the programmes that can edit video cant import my mpeg2 files.Do you now have other software that CAN edit MPEG2s? If so, what program/s do you have?
