Audio Cutting Question

Is there anyway to do Audio cutting (based on frame) from AVISynth, or any other program (With OGG).
Also I was wondering if theres a bitrate calculator just like the one in gordian knot except standalone.

I'm pretty sure HeadAC3he can cut OGG audio. I don't use that audio, so I can't test to be positive:

For your second question, there are a million bitrate calculators. The only one I know just like GKnot's is GKnot. Sorry to be so glib, but I use it myself for everything, so I don't quite inderstand why you want another one. This one is pretty good:

Or just grab the GordianKnot.exe and the info.txt file and do whatever you want with it. Sorry, but I don't believe it exists only as a bitrate calc, with just the main Bitrate Tab.
